1. Scope of Application

You access the platform and/or log in to related clients to use the services provided by the platform, all of which are subject to this Privacy Policy.

Black Horse Energy Platform: refers to the e-commerce transaction service platform that operates on WeChat official accounts, WeChat Mini Programs, apps, mobile terminal software, and other channels we may add from time to time, providing information dissemination, communication, third-party operator stores, and other technical services. Hereinafter referred to as "the platform."
Black Horse Energy Platform Services: refer to the user services we provide through the Black Horse Energy Platform, including but not limited to charging station inquiries, service inquiries, promotional offers, merchandise mall, and other services we may add or reduce based on specific situations. Hereinafter referred to as "platform services."
Black Horse Energy Platform Partner Merchants: refer to the partners we introduce or allow to franchise for the purpose of platform operation. Hereinafter referred to as "platform partner merchants."
2. How We Collect and Use Your Personal Information
To provide you with more convenient and efficient services, we may collect your personal information through the following three channels (that is, various types of information that can identify a specific individual, whether alone or in combination with other information, recorded electronically or otherwise):
- Information you provide directly: We may collect and store any information you provide to us while using our products or services, including information you fill out online on the platform pages, information provided while resolving disputes or contacting us, and information related to transactions and activities generated during your use of the platform services.
- Information we actively collect: During your use of the platform and its services, we may collect information sent to us by your computer, mobile phone, and other access devices.
- Information obtained from other legal sources: With your consent, we may also obtain relevant information from our affiliates, partners, credit institutions, and third-party agencies that have legally established and retained registered users.
We collect information to provide you with better, superior, and personalized services. To achieve the functions described in this Privacy Policy, we collect and use your personal information in the following ways:
(1) Situations in which you must authorize us to collect and use your personal information:
- User registration: We provide platform services through platform accounts. To register as a member and use our membership services, you need to provide your mobile number, platform account name, and password. We will verify your identity by sending a mobile SMS verification code. If you only need to browse or search product information on the platform pages, you do not need to register as a member or provide the above information. We will also determine your current membership level based on your platform account usage and the rules set for membership levels, providing you with the corresponding basic rights.
- Supplementary information and real-name authentication: After successful registration, the platform will provide you with a default avatar, which you can modify or supplement. This information is part of your account information, and the account information you modify or supplement will help us provide personalized product recommendations and a better shopping/service experience. However, if you do not provide this supplementary information, it will not affect your use of the platform's basic functions.
- Product or service information display: During your use of our promotional services, to identify account anomalies, understand product compatibility, and provide you with more tailored page displays and search results, we may automatically collect and store information about your use of our products and/or services as network log information, including (1) device information (including device name, model, identification code, environment, operating system and application version, language settings, resolution, service provider network ID, device storage size); (2) service log information (including browsing, clicking, searching, adding to favorites, adding to shopping cart, transactions, after-sales, following sharing information, publishing information, as well as IP address, browser type, telecom operator, language used, access date and time).
Please note that individual device information and service log information cannot identify a specific individual. If we combine this type of non-personal information with other information for the purpose of identifying a specific individual, or combine it with personal information, during the period of combined use, this non-personal information will be treated as personal information. Unless we obtain your authorization or there are other provisions in laws and regulations, we will anonymize or de-identify this information. To provide you with more convenient, personalized information display, search, and push services, we will extract your preference characteristics based on your device information and service log information and generate indirect user portraits based on these characteristics for display, information push, and potential commercial advertisements. If you do not wish to receive the commercial advertisements we send, you can unsubscribe through SMS prompts or other methods we provide. When you use our on-site search services, we also provide an option that does not target your personal characteristics.
We will also use your personal information mentioned above to continuously improve and optimize the above functions.
- Favorites, add to cart, and share: While browsing the platform, you can choose to save items of interest and/or add them to the shopping cart, as well as share information with other third parties using the functions we provide. During your use of these functions, we will collect service log information, including your favorites and shopping cart records and share history, to achieve the above functions and other purposes we clearly inform you about.
- Order placement and order management: When you order specific products and/or services from our offerings, we will generate an order for the purchase of those products and/or services through the system. During the ordering process, you need to provide at least the recipient's name, delivery address, and contact number; the order will also indicate the products and/or services you have purchased, specific order number, order creation time, amount or points you need to pay, and payment method. You can also provide additional contact information, such as the recipient's landline phone or email address, to ensure accurate delivery, but not providing this information will not affect the generation of your order. - Payment function: After placing an order, to complete the payment, you need to provide your payment account information and choose a payment method. We will share your platform username, corresponding payment account username, and order payment-related information with the payment service institution (commercial bank or third-party payment institution). If you choose to use a financial institution for payment services, we will also share necessary payment information, including your bank card number and expiration date, with the corresponding financial institution you choose.
- Delivery of goods or services: To ensure that the products/services you purchase can be delivered smoothly, safely, and accurately, we will disclose order-related delivery information to third-party companies providing logistics and/or information technology services for the platform, and they will synchronize the relevant delivery information to the corresponding logistics delivery entity according to the specifications of the product and/or service provider. You acknowledge and agree that the corresponding logistics delivery entity will inevitably learn and use your delivery information to complete the delivery purpose.
- Review and evaluation functions: You may publicly publish information through the review, sharing, and other information publishing functions we provide, including members being able to publish images, text, reviews, and Q&A content. We may determine whether you can enjoy corresponding functional permissions based on your membership type and network log information. Please note that the information you publicly publish may involve your or others' personal information, including sensitive personal information, especially if you choose to upload images containing personal information in your reviews. Please consider carefully whether to share or publicly disclose relevant information when using our services.
- Customer service and after-sales: Our customer service and after-sales functions will use your account information and order information. To ensure the security of your account, our customer service will verify your identity using your account information. When you require customer service and after-sales related to your order information, we will query your order information. You may provide other information beyond the above when communicating with our customer service representatives, such as requesting changes to the delivery address, contact person, or phone number. For reasonable needs in providing services and improving service quality, we may also use other information you provide, including responses to questionnaires you send us.
- Security assurance services: To enhance the security of the services provided by us and our partners, and to protect you or other users or the public from personal and property safety infringements, better prevent phishing websites, fraud, network vulnerabilities, computer viruses, network attacks, intrusions, and other security risks, and more accurately identify violations of laws or platform-related agreements, we may use or integrate your membership information, transaction information, device information, service log information, and information obtained with your authorization or shared in accordance with the law, to comprehensively assess your account and transaction risks, verify identity, detect and prevent security incidents, and take necessary record-keeping, auditing, analysis, and handling measures in accordance with the law.
(2) Situations where you can choose whether to authorize us to collect and use your personal information:
Among the personal information collected to provide the services mentioned above, the following personal information will prompt you separately to open permissions upon first invocation of the collection medium, and we will only collect relevant information after you choose to open the permissions. You can also independently set or close certain functions on your device; please refer to your device's user manual or consult the manufacturer and seller of the device. We will also guide you on how to complete the settings in your device's system.
- Location services: We will access and collect your location information after you enable location permissions (we only collect your current geographical location, but will not combine your location information over time to determine your trajectory) to determine your location and automatically recommend products or services available for purchase in your area, such as promotional information nearby.
- Access to the camera: You can use this additional function to take videos, photos, scan codes, and use face recognition login after enabling camera permissions. When you use face recognition login, we will collect your facial information and strictly use it within the scope of your authorized consent. In the future, we may apply facial recognition technology in more scenarios, but at that time we will confirm with you whether you are willing to allow us to use your facial information to achieve these additional functions.
- Access to the photo gallery: You can use this function to upload your photos/images/videos to the platform after enabling permissions for the photo gallery (image library/video library) to change your avatar, utilize photo shopping features, share reviews, and communicate with customer service for proof. We will use the photos/images/videos you upload to identify the products or services you need to purchase or to use comments that include the photos/images/videos you uploaded.
- Access to the microphone: You can directly use the microphone for voice shopping consultations and interactions after enabling microphone permissions. In these functions, we will collect your recording content to identify your shopping needs or respond to your customer service and after-sales needs. Please understand that even if you have agreed to enable microphone permissions, we will only obtain voice information through the microphone when you actively click the microphone icon in the platform client or record videos.
- Access to contacts: We will access and collect your contacts' information after you enable contacts permissions to make it convenient for you to avoid manually entering contact information during shopping.
- Media library: We will push video content to you when you enable media library permissions, and when you start relevant services on the platform.
- Obtain device identification codes and status: We will access and collect your device information after you enable permissions to obtain device identification codes and status.
- Application usage: We will detect whether there are applications in your phone that harm the platform or cause data leaks after you enable permissions for application usage, and we will prompt you to ensure safety.
Please note that by enabling these permissions, you authorize us to collect and use this personal information to achieve the above functions. If you disable permissions, it means you revoke these authorizations, and we will no longer continue to collect and use your personal information, and you will not be able to use the functions associated with these authorizations. Your decision to disable permissions will not affect the processing of your personal information that has been conducted based on your prior authorization.
(3) Information from third parties:
To provide you with better, superior, and more personalized services, or to jointly provide services to you, or to prevent internet fraud, the platform or platform partner merchants may share your personal information or transaction information with the platform based on legal provisions, agreements with you, or with your prior and/or subsequent consent.
You understand and agree that the following information is not subject to this Privacy Policy:
- Keywords you enter while using the platform’s search services;
- Data related to your transactions on the platform that we collect when you do not choose the “anonymous purchase” and/or “anonymous review” functions, including but not limited to bidding, transaction information, and evaluation details;
- Credit evaluations, violations of laws and regulations or platform rules, and measures taken against you by the platform;
- Business names and related registration information of enterprises required by laws and regulations, as well as information about natural person operators that need to be publicly disclosed.
If the information you provide contains personal information of other users, you must ensure that you have obtained legal authorization before providing this personal information to us.
(4) Exceptions for obtaining authorization and consent:
According to relevant laws and regulations, the following circumstances allow us to collect your personal information without obtaining your authorization and consent:
- Related to national security and defense security;
- Related to public safety, public health, and major public interests;
- Related to criminal investigations, prosecutions, trials, and enforcement of judgments;

3. How We Use Technologies like Cookies and Web Beacons
To provide you with a smoother access experience, when you visit related websites or use services provided by the platform, we may identify your identity through small data files, helping you avoid repeatedly entering registration information or helping to assess the security of your account. - For legitimate purposes, we may share your personal information with third parties that provide services necessary for our operation, recommend products, conduct market research, and perform data analysis, and provide them with your personal information to process this information according to our instructions and in compliance with our privacy protection policy and any corresponding confidentiality and security measures. Our partners include the following types:
- Suppliers of products or technical services. We may share your personal information with third parties that support our functionalities. This support includes our supply or providing infrastructure technology services, logistics delivery services, payment services, data processing, etc. We share this information to achieve the core shopping functions of our products and/or services; for example, we must share your order information with logistics service providers to arrange delivery, or we need to share your order number and order amount with payment institutions to confirm your payment instructions and complete the payment.

- To protect the legitimate rights and interests of the platform, platform partner merchants, their affiliates, or other users.
For the companies, organizations, and individuals we share personal information with, we will sign strict confidentiality agreements with them and require them to handle personal information according to our instructions, this Privacy Policy, and any corresponding confidentiality and security measures.
(2) Transfer:
We will not transfer your personal information to any company, organization, or individual, except in the following cases:
1. Obtaining your explicit consent or authorization in advance.
2. Required to provide in accordance with applicable laws, legal procedures, or mandatory administrative or judicial requirements.
3. Provided in accordance with relevant agreements or other legal documents you have signed.

After your personal information exceeds the retention period, we will delete your personal information or anonymize it according to applicable legal requirements. We will use this information within the scope of your authorization, and you cannot query, correct, and supplement it, but you can contact us for deletion or anonymization.
(2) Deleting your personal information
You can delete part of your personal information through the methods listed in "(1) Query, correct, and supplement your personal information."
You can request us to delete your personal information in the following circumstances:

- If our processing of personal information severely violates our agreement with you;
- If you no longer use our products or services, or you actively deregister your account;
- If we terminate services and operations.
If we decide to respond to your deletion request, we will also notify the entities that obtained your personal information from us and request them to delete it in a timely manner (unless otherwise provided by laws and regulations, or these entities have independently obtained your authorization). After you or we assist you in deleting relevant information, due to applicable laws and security technologies, we may not immediately delete the corresponding information from backup systems. We will securely store your personal information and isolate it from any further processing until the backup can be deleted or anonymized.
(3) Changing the scope of your authorization or withdrawing your authorization
You can change the scope of your authorization for us to continue collecting personal information or withdraw your authorization through deleting information, closing device functions, privacy settings in the platform client, or contacting customer service. You can also withdraw all authorizations for us to continue collecting your personal information by deregistering your account.
Please understand that each business function requires some basic personal information to be completed. When you withdraw your consent or authorization, we will not be able to continue providing you with services corresponding to the withdrawal of consent or authorization, nor will we process your corresponding personal information. However, your decision to withdraw consent or authorization will not affect the processing of personal information that has been conducted based on your prior authorization.
(4) Deregistering your account
You can contact platform customer service to assist you in deregistering your account. After you deregister your account, we will stop providing you with products and/or services, and your personal data and historical information will be irretrievable. At your request, except as otherwise provided by laws and regulations, we will delete your personal information or anonymize it. Additionally, deregistering the platform account does not exempt or reduce liability for any account behavior or responsibilities prior to the account deregistration.
(5) Responding to your above requests
If you cannot query, correct, or delete your personal information through the above methods, or you need to query, correct, or delete other personal information generated during your use of our products and/or services, or you believe we have violated any laws or regulations or the agreements regarding the collection or use of your personal information, you can contact us through the contact information provided at the end of this Privacy Policy. To ensure security, we may need you to provide a written request or prove your identity in other ways. We will respond to your request within 15 days after receiving your feedback and verifying your identity.
